    Poverty Alleviation Program should adopt the system called LOCAL EXCHANGE TRADING SYSTEM (google the acronym L.E.T.S.) using the system of exchanging goods and services without cash.
    It can be started anytime, anywhere without the use of cash to capitalize the program. If this system is adopted by each barangay, a network is formed between 42,000 barangays that will participate in exchanging goods that they have or produced with traders (residents) from other barangays.
    A central information center will monitor what each barangay has available that can be exchanged for what others need from other barangay trading outlet.
    Also google the keywords: BARTERING which is the other name of L.E.T.S. concept of obtaining goods and services without cash.
    I am starting this program in our own barangay.
